A court in the Pskov region returned to the police a report on «discrediting» the army (Article 20.3.3 of the Code of Administrative Offences of the Russian Federation) drawn up against Vladimir Kapustinsky, the journalist of the newspaper Pskovskaya Gubernia. The court found that the report drawn up on the journalist was signed by the wrong policeman, who saw his statements as «discrediting» the army. The editorial office of Pskovskaya Gubernia does not know what words of Kapustinsky were the reason for the report — presumably, it could have been publications in his Telegram channel.
