On July 16, the Osh City Court considered the measure of restraint against blogger Ulukbek Karybek uulu. The judge recognised the blogger’s detention as lawful, but did not satisfy the investigator’s request to detain him for two months, releasing him from the courtroom on undertaking not to leave. Ulukbek Karybek uulu was detained for 48 hours on July 14 on suspicion of hooliganism. Police detained him in Bishkek and took him to Osh. The blogger was detained at the complaint of employees of the Osh Interregional United Clinical Hospital. A case was opened against Karybek uulu under the article «Hooliganism» of the Criminal Code of the Kyrgyz Republic. Later, it became known that the Ministry of Internal Affairs submitted another case against the blogger to the court. According to the complaintant, the blogger broke into the building of the Ministry of Health of the Kyrgyz Republic and asked the Minister to leave his office. A report was drawn up against him under Article 128.
