On 18 April, the civic activist Ulan Shamshet, who openly criticised the authorities, was detained in Almaty on charges of violating the state of emergency. He is accused of being far from his place of residence in another area of the city. On the same day, the administrative court of Almaty found Ulan Shamshet guilty of committing an administrative offence and sentenced him to 15 days of administrative arrest.
