Arrest warrants have been issued for two Europe-based bloggers, Tural Sadigli and Ordukhan Teymurkhan (Babirov). The Investigation Department of the General Prosecutor's Office has opened an in absentia case against them, and the Binagadi District Court issued its ruling on May 31. Tural Sadigli, currently residing in Germany, is charged under the Criminal Code with Article 178.3.1 (fraud committed by an organised group), Article 220.2 (incitement to mass unrest), and Article 320 (document forgery). Ordukhan Teymurkhan (Babirov), a Dutch citizen, faces charges under Article 220.2 (incitement to mass unrest) and Article 281.2 (public calls against the state). In addition, Ganimat Zahid, the editor-in-chief of Azadlıq newspaper who lives in France, has also been issued an in absentia arrest order, along with fellow journalist Natig Adilov. Natig Adilov, who has been granted political asylum in France for several years, also works for Azadlıq newspaper.
