On August 23, Tolegen Imanov noticed a fire truck and people outside the health department building in Petropavlovsk on his way to work. He went inside with his camera, where a fireman reported that the alarm had gone off, but no smoke was detected. While filming, Imanov was approached by a female employee of the department, insisting that the journalist had no right to be in the building with his camera without permission from the administration. She turned to the security guard and demanded that he prevent the filming. The guard, to whom Imanov explained the journalist’s rights, did not obstruct the work.
