Timofey Tumashevich was detained near his home when he went out for a walk with his dog. The police officers demanded that he go to the police station «to establish his identity». At the police station, they drew up a report for an administrative offence under Part 2 of Article 20.2 of the Code of Administrative Offences of the Russian Federation (organising or holding a public event without filing a notification in accordance with the established procedure). The court arrested Tumashevich for seven days.
