In August 2017 law enforcement agents arrested the Samarkand journalist Toshpulat Rakhmatullaev for taking pictures at the Samarkand branch of the Tashkent University of Information Technologies for an article on enrolment in higher education and admissions testing. Police interrogated Rahmatullaev and deleted photographs from his camera before releasing him without charge.
