The film crew of the Shymkent TV channel "Khabar 24", correspondents Nurbek Baibosynov, Katerina Popkova and cameraman Nurmakhan Musatov, were preparing material about a policeman who received the Order of Valour for saving nine people from a fire. The journalists came to the Police Department to record an interview with Almaz Amziev, Deputy Chief of the Police Department of Shymkent. At the entrance point, the film crew was required to hand over their mobile phones - the journalists refused. The department's security guards then said that media representatives could not enter the building at that time. Nurbek Baibosynov and Katerina Popkova prepared to leave the police department. After a while, representatives of the department's press service asked them to return and allowed them to bring their smartphones with them.
