The independent journalist Ilgar Veliev was arrested in March by military officers while filming in the Agdam region. The journalist, who was detained while conducting professional activities, said that he was subjected to torture. He demanded an investigation into the torture and said that whilst at the military base, he was blindfolded, knocked to the floor and beaten by four or five people. Having received trauma to the spine and abdomen, his complaint was not investigated. He later emigrated to Europe.
