On December 15th, the North Kazakhstan Region Police Department launched a pre-trial investigation under section 1 of article 174 of the Criminal Code, "dissemination on social media of material with signs of incitement of social discord". This was stated in the press service's response of 23rd December to Azattyk's request of whether or not a criminal case had been opened against blogger Azamat Baikenov, who since the beginning of last week is serving 10 days of arrest for his alleged participation in an "illegal rally" and supposedly a call to participate in it.
