Serik Ualikhanov, the citizen of the Russian Federation, was fined for violating the laws of Kazakhstan on the residence of a foreign citizen without registration at a permanent place of residence. According to the report on an administrative offense, Ualikhanov resided not at the place of registration, but at the office. Ualikhanov paid the fine but did not agree with the administrative penalty. He complained to the prosecutor's office about the actions of the district police officers, who, according to him, had violated the law in drawing up the report. On the same day, police officers issued four more fines: expired license, insurance and vehicle registration documents, and failure to indicate the turn signal when changing lanes. The fines were paid, and the violations were eliminated. Ualikhanov believes that the reason for such police attention was his participation in the coverage of current problems of the city.
