Two aggressively minded women tried to prevent blogger Saltanat Tashimova from filming a public hearing on the reconstruction of a street in Almaty, with participation of city authorities and the public. “The younger one tried to break my telephone and camera, hurled herself at me and scratched my hand to the point of bleeding! The akimat (leader) of Bostandyk District brought in these titushki. There were about 7 of them, they pretended to be a crowd, shouting, clapping, and whistling,” Saltanat wrote. Titushki is a collective term for people clandestinely used by local authorities as instigators and hired hands to stage provocations, fights, and other actions, often with the use of physical force. «Титýшки» — собирательный термин для именования людей, негласно используемых местными властями в качестве подстрекателей и наёмников для организации провокаций, потасовок, иных акций, часто с применением физической силы.
