The Promyshlenny District Court of Vladikavkaz fined journalist Ruslan Totrov RUB 20,000 under Article 20.3.1 of the Code of Administrative Offences of the Russian Federation (incitement to hatred or hostility). The reason was an Instagram post about the detention of a Muscovite woman at Vladikavkaz airport on charges of «discrediting» the army for reading a book in Ukrainian. Totrov left Russia in 2021. In 2022, he was charged with several administrative cases and fined RUB 50,000 under the article on «discrediting» the army.
