The police officers questioned Lobkov as part of the inspection under Article 5.22 of the Code of Administrative Offences of the Russian Federation (illegal issuance of a ballot paper). The inspection started after the publication of Lobkov’s video about how he voted on the amendments to the Constitution twice – online and at the polling station.
