TikTok blogger Nikolay Lebedev, known as Nekoglay, was beaten and forcibly shaved bald after being detained at the police department of the Presnensky district of Moscow. The law enforcement officers filmed the torture process. Members of the Public Monitoring Commission were only allowed to see Nekoglay when he was already in the Sakharovo detention center for migrants. According to the Public Monitoring Commission member Alexey Melnikov, the blogger «was in a poor moral and psychological state», he had abrasions and bruises. On November 24, the blogger flew to Moldova after two weeks in the temporary detention center for foreign nationals in Sakharovo.
