On January 14, the journalist of the online media outlet Nuz.uz Mikhail Dovlatov was illegally detained for five hours by men in civilian clothes during a journalistic investigation. Dovlatov said that a group of men forcibly dragged him by his hands and took him into an office. He pulled out his phone, but it was immediately snatched from him. He was shown a paragraph in the law banning smoking in public places. They began to draw up report on him about the violation. As a result, a group of unidentified citizens fabricated an offence against the journalist under Article 194 (failure to comply with the lawful demands of an employee of the internal affairs bodies) of the Code of Administrative Offences of the Republic of Uzbekistan. When he received his phone, he found a text message about a fine issued without grounds (there was no trial). On January 16, a hearing on Dovlatov’s case was held in the Uchtepa District Criminal Court, where he was also charged with petty hooliganism.
