The Kirov District Court fined the blogger 30,000 rubles (US $404) for an article about the government’s disrespect for the Internet (under Art. 20.1, part 3 of the Code of Administrative Procedures). The reason was a March video where public utilities workers removed snowbanks with the writing “Putin is a Thief”.
