Border guards denied entry to a freelance journalist and GIPA journalism student, without providing any explanation. He was also informed that he had received two fines totalling GEL 10,000 for “artificially blocking the road” on Rustaveli Avenue. The first fine was issued two weeks ago as he was leaving the country. According to him, when he told police at the time that he no longer wished to depart, officers stamped his passport regardless and said he would have to pay the fine upon his return to Georgia.
