Ina-Maria Rukk, head of ARD Moscow bureau, was fined under the article on violation of the border regime in the border zone (Article 18.2 of the Code of Administrative Offences of the Russian Federation). Federal Security Service officers detained Rukk at the exit from the Urazovo administration building. The trip was coordinated with the Minister of Public Communications of the Belgorod Region. The journalists went to Urazovo on the initiative of the deputy head of the regional department of information policy. Rukk appealed against the fine.
