The website of the human rights project Gulagu.net, which tells about human rights violations in prisons and colonies, was blocked by Roskomnadzor at the request of the Federal Penitentiary Service and the Federal Security Service. On July 16, the Moscow City Court allowed to block the website. The decision was made on the basis of Article 15.4 of the Law on Information and Information Technologies (the procedure for restricting access to information resources).
