According to the investigation published by OCCRP, Forbidden Stories and Amnesty International, the Azerbaijani authorities used the spying program - Pegasus - of the Israeli company NSO Group known for developing cyberstalking devices to spy on journalists and activists. Among the victims was the chairman of the Azerbaijan Journalists' Union, Elchin Shikhly.
