The Leninsky District Court of Samara fined Dmitry Loboyko, publisher of the independent news agency Zasekin, RUB 40,000. He was found guilty under an article on abuse of freedom of speech (Part 9 of Article 13.15 of the Code of Administrative Offences of the Russian Federation) for publishing a story about Ukrainian refugees on a local TV channel. Zasekin journalists found that one of the men in the story looked a lot like a user of VKontakte taking a photo against a red and black flag, which is recognized as extremist symbolism in Russia. Loboyko said that he learned about the court decision from the journalists’ acquaintances. He also clarified that he did not receive summonses, and he was not questioned by the police or investigators.
