Dmitry Begun, the editor of the media Bloknot Samara, was fined RUB 100,000 for an article with arguments about partial mobilization in the Samara region. The court found Begun guilty of abusing the freedom of the media (Article 13.15 of the Code of Administrative Offences of the Russian Federation) and «discrediting» the army (Article 20.3.3 of the Code of Administrative Offences of the Russian Federation). The censors drew attention to the word «oblique» in the sentence, which said that the region was not without conscription «lame, oblique, blind». Employees of Bloknot complained to the chairmen of the Supreme Court and the Investigative Committee — they believe that there may be harassment of the editor by order of Samara region governor Dmitry Azarov before the elections of the region’s head that will take place in 2023.
