The Almaty police opened a criminal case under Art. 274, part 4, par. 2, “Dissemination of deliberately false information,” aggravated by distribution “under conditions of a state of emergency or a combat situation or war time or during public events,” regarding Dias Moldalimov, a resident of the city and civic activist. Moldalimov published a video appeal in which he criticized the authorities during the quarantine. The video was published on his YouTube account on March 27. At the end of his appeal, he turned to issues of the country’s leadership: “What are you driving people to? What, do you want civil war? Rallies will soon end, and storms will begin…We will storm Ak Ord [the presidential palace] at such speeds, do you understand?” At the present time, Moldalimov has the status of a witness in the case.
