The Russian Ministry of Justice has included Denis Zagorie, a journalist with the Norwegian outlet Barents Observer, in its register of “foreign agents.” In February 2025, the Prosecutor General’s Office designated the publisher of Barents Observer as an “undesirable organisation,” claiming that the outlet’s materials exhibit a “pronounced anti-Russian bias.” Barents Observer publishes in both Russian and Norwegian, and its website was blocked by Roskomnadzor in 2019.
