In July, the director of Semey Centre for Special Social Services filed a complaint with the police, demanding to bring the journalist of Channel 31 Zhanar Asylkhanova to administrative responsibility for libel (Article 73-3 of the Code of Administrative Offences of the Republic of Kazakhstan). The complaint followed after the news programme of the TV channel broadcast a story about a nursing home, whose residents complained about the living conditions. On August 2, a police lieutenant refused the complainant. The director of the nursing home, disagreeing with the investigator’s decision, filed a complaint against it with the Specialised Court for Administrative Offences of Semey. In her application, she demanded that the whole Channel 31 be held liable. On September 14, the court refused to satisfy the complaint of the director of the social centre.
