On February 14, police contacted Basti Mgaloblishvili, a journalist with Publika, to inform him of a fine for "violating traffic rules" on Rustaveli Avenue. The Georgian Dream government had recently implemented stricter protest regulations, under which "blocking a road" is fined GEL 5,000 (USD 1,800). Mgaloblishvili was covering the protest that day and contested the fine, asserting that he was performing his duties as a journalist. His case was subsequently put on hold.
