Bakhyt Smagul, editor-in-chief of the independent newspaper Bukpa, was arrested for 5 days on charges of violating the state of emergency. He was charged under Article 476, part 1, paragraph 3 of the Code of Administrative Offenses of the Republic of Kazakhstan. Smagul, as a member of the public commission for youth and awareness, felt it was his duty to attend the unauthorized youth rally to prevent possible provocations.
