It says that if the owners of the website or the provider do not remove or restrict access to the article «Russian occupants suffer defeat in the Kharkiv region, but do not want to admit it», access to the resource will be restricted on the territory of the Russian Federation. «Being a Kazakhstan-based news media, the organization does not violate the law of Kazakhstan, and therefore has no grounds for removing the material», — writes arbat.media.
