On November 19, Shalayev was detained in Tver under a fake pretext after his visit to the memorial centre Mednoe, where he was with French journalists. He was kept in police custody until November 22 without charges and was not allowed to contact his family. After his release, Shalayev was followed everywhere in Tver, Moscow, and Nizhny Novgorod by police officers, videotaped, and then confronted by a group of provocateurs. Shalaev left Russia.
