On November 19, Shalayev was detained in Tver under a spurious pretext after visiting the memorial centre Mednoye, where he was with French journalists. He was kept in police custody until November 22 without charges and was not allowed to contact his family. Later, it turned out that he was fined RUB 500 rubles under unknown administrative article. After his release, Shalayev was followed everywhere in Tver, Moscow, and Nizhny Novgorod by police officers, videotaped, and then confronted by a group of provocateurs. As a result of the pressure, Shalayev left Russia.
