According to the investigation published by OCCRP, Forbidden Stories and Amnesty International, the Azerbaijani authorities used the spying program - Pegasus - of the Israeli company NSO Group known for developing cyberstalking devices to spy on journalists and activists. Among the victims was Anar Orujov, general manager of the independent online TV station Channel 13 which had to shut down in 2015 when its bank accounts were frozen by the Azerbaijani government. It re-opened and has managed to continue to operate despite occasional interruptions.
