Khabarovsk-based photographer Alexander Kolbin was charged with two administrative cases. On March 19, Kolbin was detained at his home, taken to the police station and then to the court station, where he was fined RUB 5,000 on charges of illegal campaigning (Article 5.10 of the Code of Administrative Offences of the Russian Federation) for a post calling never to vote for Putin. Kolbin was then charged with «discrediting» the army (Article 20.3.3 of the Code of Administrative Offences of the Russian Federation) for publishing photos from the city cemetery in September 2022. In the caption to the publication, the author urged subscribers «not to go to the slaughter».
