The Savelovsky District Court of Moscow fined Alexander Gabuev, an international observer and director of the Carnegie Centre in Berlin, RUB 40,000 for failing to submit a report on the activities of a «foreign agent» (Part 2 of Article 19.34 of the Code of Administrative Offences of the Russian Federation). Gabuev was declared a «foreign agent» in May 2023.
