On the 18th of April, Arman Shuraev, a well-known civil activist and former head of the television channel KTK, was detained in Karaganda on suspicion of deliberately spreading false information during a state of emergency. According to police, Shuraev “knowingly shared false information on social media on multiple occasions” and, through his actions, “endangered social order and significantly harmed the interests of society and government, implemented by law in a state of emergency”. Arman Shurman was put into isolation in a temporary detainment cell in Karaganda. On the 20th of April, the court sanctioned his release, with a condition on restrictions to travel. The case attracted a lot of public attention. Kazakhstani and international human rights defenders claimed that authorities were using the state of emergency to suppress criticism and dissent.
