On the 10th April, an administrative court fined blogger Aktamak Koptleuova 106 thousand Tenge (around 250 USD) for breaching state of emergency regulations (under Article 274 of the Kazakhstani Criminal Code). The reason was that she was in a police department in the Aktobe Region on the 8th of April. “I went to the police department as a witness in a criminal case. In the corridor, I was talking to the deputy head of the investigate unit on the phone. I was detained on the spot and taken to the 11th section of the department. They constructed a report about breaching the state of emergency”, said Kopteuova. Later, on the 24th April, the appellate court cancelled the decision of the administrative court and issued a written judgement to the police department, concerning the officers that accused the blogger of a breach.
