In the city of Zhukovsky, Moscow region, police detained local activist Nikolay Kachnov. They drew up a report on «discrediting» the army (Part 1 of Article 20.3 of the Code of Administrative Offences of the Russian Federation), after which they released him. The police consider Kachnov to be the author of the article «The Tragedy of Brotherly Peoples» published on the website of the newspaper Zhukovskiye Vesti in February 2022: the author of the article discusses how the outbreak of a full-scale war in Ukraine affected the perception of victory in World War II, writes that ordinary people will suffer first and foremost because of the war, and suggests that the war is necessary «for the sake of one man’s lifelong rule». The article is now unavailable on the Zhukovskiye Vesti website. In July, Kachnov was already invited to the police station, but he refused to appear without a summons.
