On August 31, in Aktobe, in the hall of the Congress Hall of the West Kazakhstan Marat Ospanov State Medical University, a new akim of the Aktobe region Eraly Tugzhanov was presented. The media were first invited to the event but then were told that the deputies would do without journalists. As a result, only the representatives of the state media were allowed into the hall, the rest were placed in the library of the congress hall, and the police warned them: «If you take pictures, we will take you to the police station».
