Sergey Belyayev was detained along with other political activists with leaflets against the amendments to the Constitution. The police department used physical force against him and threatened him with violence. Belyayev was released with a protocol under Article 5.12 of the Code of Administrative Offences of the Russian Federation (illegal campaigning).
