Law enforcement agencies of Kyrgyzstan started the pre-trial proceedings against blogger Timur Bolchurov under Article 313 of the Criminal Code of the Kyrgyz Republic "Incitement of racial, ethnic, national, religious or interregional enmity(hatred)". According to media reports, the pre-trial proceedings are connected to the publication of a post on social networks where Bolchurov discussed the riots and bloody events that happened in the Kordai region of Kazakhstan, located 20 km from the border with Kyrgyzstan. It is reported that the blogger wrote an incorrect statement, which can be qualified as inciting ethnic hatred.
