Journalists and human rights activists were not allowed into the building of the District Department of Internal Affairs of Mogilev, where Alexander Burakov, who had been detained earlier that day, was at that time. Laptsevich left a complaint about this in the ROVD's Book of Reviews and Suggestions. Some little later Laptsevich was invited to go to the ROVD for questioning and was detained there - allegedly for disobeying police officers. Before the trial, he was placed in an isolation ward. The journalist declared a hunger strike.
