The Tverskoy Court in Moscow fined Smirnov 15,000 rubles for a solo picket in defense of journalist Ilya Azar near the building of the Moscow Interior Ministry on May 28. Smirnov was accused under Art. 20.2, part 5 of the Code of Administrative Law (violation of the established procedure for picketing). In the court’s opinion, on that day, a “public mass event in the form of picketing” took place.
