The government Committee to Develop Tourism of Uzbekistan, in the film, “Don’t Come to Uzbekistan,” used without permission Marat Najibaev’s video and thus violated his copyright. Instead of providing explanations and apologies, those responsible for the government film threatened Najibaev with criminal charges for unlawful use of an unmanned flying device, under Art. 244-4 of the Criminal Code of Uzbekistan, punishable by up to three years of imprisonment.
