Lubsan Budazhapov, director of the Buryat Agricultural Research Institute (BURNIISKh), attacked Buda Munkhoyev, a journalist with the local ATV TV channel. Budazhapov kicked the journalist several times and then punched him in the face. The director of the institute also took the reporter's phone, on which he was filming the incident.
