Rafil Gasanov, the head of the Executive Branch of the Masalli district, filed a civil suit against the head of the news site "azel.tv", Afghan Sadygov. On July 28, 2019, Sadygov posted a video on his Facebook page and on the azel.tv Youtube channel with the caption "Masalli's Woe - Rafil Guseynov. Monopoly, crime, corruption." The programme criticized the activities of the chief executive of the Masalli district. The journalist did not express his opinion, but conveyed the opinion and complaints of the residents of the Masalli district and well-known persons. The programme says that the head of the Masalli district executive branch leads an expensive lifestyle and talked about his villas and business facilities. A few months after the programme was released, the Chief executive demanded that the Jalilabad District Court decide whether the journalist would have to pay 30,000 manats compensation and apologise to them.
