Agil Nazarli, chief executive of the Lachin region, filed a lawsuit against the journalist Afgan Sadygov as a special charge. Nazarli demanded that the journalist be held liable for his work under articles 147.2 (libel connected with the accusation of a person committing a serious or particularly serious crime) and 148 (insult) of the criminal code.
