Lukpan Akhmedyarov, editor-in-chief of Uralsk Week, and Tamara Yeslyamova, its publisher, said while they were in their apartments, police were on duty in the stairwells. On 16-17th December, at least 10 people were unable to leave their homes for the same reason that police were on duty in their stairwells.
