On 18 October 2025, two police officers came to the home of journalist and human rights defender Lutfiye Zudiyeva and handed her a formal warning “on the inadmissibility of violating the law.” The warning referred to the Federal Law No. 114 “On Countering Extremist Activity” and Federal Law No. 54 “On Assemblies, Rallies, Demonstrations and Picketing.” When asked why the document was being issued to her, the Ministry of Internal Affairs officers replied that they “did not know, they were simply carrying out the task assigned to them,” the journalist noted.
