A criminal case has been opened against Belgorod businessman and blogger Andrei Malikov under the charge of public insult of a government official (Article 319 of the Criminal Code). The case concerns a post on Malikov’s Telegram channel, which the investigation says contained “indecent language” directed at Maxim Shaposhnikov, acting Minister of Culture of the Belgorod Region. The post claimed that the official was in a homosexual relationship with his deputy. Malikov deleted the post on July 9. In addition, Malikov is under investigation for defamation (Part 2, Article 128.1 of the Criminal Code) over a post concerning former Belgorod Region Deputy Governor Vladimir Bazarov.
