Serik Ualikhanov, a citizen of the Russian Federation, was fined for violating the laws of Kazakhstan on the residence of a foreign citizen without registration at a permanent place of residence. According to the report on the administrative offence, Ualikhanov lived not at the place of his registration, but in office. Ualikhanov paid the fine, but did not agree with the administrative penalty. He filed a complaint with the prosecutor’s office against the actions of district police officers, who, according to him, violated the law when drawing up the report. On the same day, police officers issued four more fines: expired licence, insurance, and technical passport, and failure to indicate a turn signal when changing lanes. The fines were paid and the violations were eliminated. Ualikhanov believes that the reason for such attention of the police was his participation in covering topical problems of the city.
